CA AB 83: Judicial Council Employees Now Have the Right To Organize
Governor Jerry Brown recently signed the Judicial Council Employer-Employee Relations Act (“JCEERA”) allowing, for the first time, employees of the Judicial Council to form unions and collectively bargain with their employer. JCEERA will grant collective bargaining rights to approximately 500 employees who primarily hold administrative and information technology positions.
Like many of the other California public-sector labor statutes, the Public Employment Relations Board (“PERB”) will administer JCEERA and hear unfair practice charges under the Act. JCEERA also delegates to PERB the authority to develop rules and regulations for employees to select a union as their exclusive representative.
As right-wing groups continue to attack the collective-bargaining rights of public-sector workers, California is leading the way in fighting back and expanding rights for these workers. We will continue to update you on the Regulations that PERB implements for JCEERA and any other development for public-sector workers.
JCEERA takes effect on January 1, 2018.
